Natutuwa at lubusang umaasa ang mga guro sa pagpapatupad ng polisiyang pinirmahan ni Education Secretary at Vice President Sara Duterte-Carpio nitong nagdaang Biyernes, Enero 26 taong kasalukuyan; ang DepEd Order No. 002, s. 2024 kaugnay sa pag-aalis ng administrative tasks sa mga public school teachers upang makapag-focus ang mga ito sa aktwal na pagtuturo sa silid-aralan.
Ani Duterte matapos ang kanyang ikalawang Basic Education Report, “Let’s bring our teachers back to the classrooms.”
“To ensure its effective implementation, along with the filling up of 5,000 administrative personnel for 2023 and another 5,000 administrative personnel for 2024, we will also be providing additional [Maintenance and Other Operating Expenses] to enable our schools to hire the necessary administrative support staff,” ayon sa statement na inilabas ng ahensiya ng edukasyon..
Matatandaan na isang pag-aaral ng Philippine Institute for Development Studies (PIDS) noong 2019 ang nagbabala na ang pagbibigay ng administrative tasks sa mga guro ay nakaaabala sa kanilang gawain biang educators. Di nga ba’t paulit-ulit naman ang hinaing ng mga guro na umuubos ng kanilang oras ang mga paperworks at iba pang ina-assign na gawain sa kanila?
Kabilang sa mga administrative tasks na inaalis ng kautusan ay ang mga sumusunod: “personnel administration, property/physical facilities custodianship, general administrative support, financial management, records management, feeding, school disaster risk reduction and management at other related programs.”
Bukod dito, ihahanda rin ng ahensya ang Employee Welfare and Well-being policy guidelines para sa mga guro.
“Sa ating mga mahal na guro at mga kawani, hindi po kami titigil sa paghahanap ng mga paraan at paglalatag ng mga polisiya upang tugunan ang mga isyu ukol sa net take-home pay ninyo,” ani Sec. Sara.
Magtatatag din ang DepEd ng Calamity Fund para sa mga guro, mag-iisyu ng polisiya kaugnay sa Teaching Overload Pay, at sisikaping umanong magkaroon ng alokasyon sa susunod na budget para sa “overtime pay for teachers.”
“We want to ensure that our teachers are rightfully compensated for hours of actual classroom teaching beyond the 6-hour limit provided under the Magna Carta for teachers,” dagdag pa nito.
Nangako rin si VP-Secretary na isusulong ang digitization at interconnectivity ng lahat ng tanggapan at paaralan ng DepEd sa buong bansa sa ilalim ng DepEd Digital Education 2028.
